They suit students marking up readings, office workers handling paperwork away from a desk and anyone who receives PDFs by email and must return them completed. Apps differ in how much editing power is included and whether they convert to and from other formats. Some give away annotation and signing but charge for text changes, and some limit free exports with watermarks or daily caps.

What to look for

  • Check which edits are free and which sit behind a subscription, because signing and highlighting are often open while changing existing text is not.
  • Confirm the app can fill and save interactive form fields and add a drawn or typed signature, since those are the tasks people reach for most often.
  • Look at how exported files are handled, including whether free saves carry a watermark or a page limit.
  • Check whether the app works offline, because a document opened on a plane or in a basement office still needs to be editable.
  • Review the permissions requested and the privacy policy, since PDFs often hold personal or financial details.
